A sea otter does not eat kelp. It eats sea urchins, and that single dietary fact is enough to hold an entire underwater forest together. Left unchecked, sea urchin populations grow and overwhelm a kelp forest's delicate balance, a landscape ecologists call an urchin barren, emptied of the structure and shelter that made it valuable habitat in the first place. Sea otters, by keeping urchin populations in check, are what prevents that collapse across much of the North Pacific, which is why the species is one of ecology's standard textbook examples of a keystone predator, one whose influence on its ecosystem is out of all proportion to its own numbers.
Those numbers were nearly zero. The commercial maritime fur trade hunted sea otters so intensively across the eighteenth and nineteenth centuries that by the end of the 1800s perhaps fewer than 2,000 animals remained worldwide. In 1911, with the species nearing extinction, sea otters received international protection under the North Pacific Fur Seal Convention, an agreement between the United States, Russia, Japan and Great Britain that ended the commercial hunt. Genetic research comparing pre fur trade and modern populations has found that modern sea otters carry roughly half the genetic diversity of their ancestors, a bottleneck severe enough to have reshaped the species' genetic makeup permanently. Protection since then has allowed a partial recovery, though unevenly: the southern sea otter subpopulation along the California coast, the one most directly tied to this atlas's Kelp Forests entry, now numbers around 3,000 individuals, a real recovery from near extinction but still far short of historic abundance across its full range.
The relationship runs in both directions in a way that makes the otter's conservation status matter beyond the species itself: protecting sea otters is, functionally, also a strategy for protecting the kelp forests they anchor, since removing the predator removes the check on the herbivore that would otherwise consume the forest.
